The Former President's Woke Warning Overlooks The Continent's Real Threat: Technological Decline.

Donald Trump's national security strategy offers a flawed assessment of the European Union. The document asserts that unrestrained immigration and what it terms "progressive" policies pose an existential risk to the continent's identity. However, this argument is based on a serious misinterpretation of the situation. The true challenge facing Europe is not cultural but technological and economic backwardness.

A Glaring Growth Gap Between Europe and the US

The data reveal a stark picture. From 2008 and 2023, American economic output surged by 87%, compared to a paltry 13.5% increase for the EU. Over this time, EU GDP per capita dropped from over three-quarters to just half of the American figure. Remarkably, even the poorest US state now has a higher per capita income than major European economies like France and Italy.

Currently, roughly half of the global 50 largest technology firms are American, while only four are from Europe.

The Innovation Deficit: The Core Question

The growing economic gap is driven by stronger productivity growth in the United States, largely due to technological innovation and better use of resources. The scene of global tech leadership is overwhelmingly American. Over the past fifty years, hundreds of American startups have scaled into enterprises valued at more than $10bn, compared with only fourteen in Europe.

This disparity prompts a pressing question: As the competition for future industries like AI, semiconductors, and fusion energy, what is the EU stand? Most analysts concede it is essentially a contest between two involving the US and China, with Europe starting at a clear handicap.

Root Causes of Europe's Technological Lag

Several major factors explain this technological divide.

  • Financing Ecosystem: The US boasts a much more robust and more dynamic network for funding startups. Europe has yet to establish a true capital markets union, which caps the scale of new firms.
  • Bureaucratic Hurdles: Complex and divided regulation hamper European business. A American entrepreneur can introduce a service under one set of laws to access a consumer base of over 330 million. The EU, despite a larger population, is divided among 27 separate regimes, creating significant market obstacles.
  • Mindset Differences: Attitudes toward entrepreneurial failure differ sharply. In parts of Europe, business failure was historically met with stigma, whereas in the US, it is often considered a badge of experience.
  • Military Investment: The United States enjoys a deeply integrated academic-military-industrial complex. The continent's chronic underinvestment in military capabilities has weakened its capacity for breakthrough innovation.

The Road Ahead: Grounds for Hopefulness

In spite of these challenges, one can find reasons for hope. European leaders are increasingly aware of the severe threat and have started to propose serious reform. Notable reports on EU competitiveness and the single market point to the need for major reforms.

Given appropriate policies and rule changes, these assets could support far greater levels of business-led breakthroughs.

Europe retains considerable strengths: skilled workforce, excellent schools and universities, and premier research institutions. Coupled with a large internal market and substantial household savings, these foundations have the potential to unleash a surge of venture creation.

Crucially, even if the EU does not take the lead in creating next-generation technologies, it can still significantly increase economic output by adopting and adapting innovations from other regions.

A Critical Juncture

Europe now stands at a critical moment. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". So far, the continent's slide in innovation has been gradual. But, without bold steps to tackle its deep-seated problems, today's gradual weakening could give way to a rapid and permanent loss of world influence.
